FOSS gamedev and creative worlds

hi everybody!
as the title says i am trying to make a new game just like GTA SANDANDREAS
yeeeees! thats it but i need a help for that

to do:
1.make a map like gta sanandreas
2.gether mods
3.get a texture pack like gta sa
so any one have good mods ?
any one have a cool texture ?
and i also want a team to build the map

Some good mods would be the Realistic cities mod, the cars mod, and the flying machines mod. That would cover the basic vehicles.
