Is there a minetest.conf setting to change the Color off The Text in the In Game Console?

No, but you can change the console font size.

Your phone or window isn't wide enough to display the code box. If it's a phone, try rotating it to landscape mode.

13 is the default.

In Freeminer, mods can choose the color of the text they send. So the name of the player speaking, and their message can be different colors.
