Soft, sedimentary rocks like sandstone generally don't need to be broken into "cobble" to be used. The huge sandstone blocks that make up the pyramids at Giza (as well as the limestone that originally covered them) were simply cut and faced, with little waste.
With harder rocks, like granite, you'd often have to break them up (mostly because they're also brittle) and you'd end up with irregularly-shaped "cobbles".
It makes quite a bit of sense sense that you could get solid default:desert_stone blocks with just a pick, but not solid default:stone.
