How do I make a public server, that will show up on the "Public Servers List", without having to do "Port Forwarding"? If you know anything please tell me.

You need to do port forwarding, there is no other way.

However, if you don't want to port forward your home computer you could hire a VPS. A 'cloud computer' you can use to run a game server (you will need to know how to use terminal commands in order to use one, usually)
