What is required to get fly priv on the xandux server?

i guess you mean the Xanadu server, so here is the answer to your question:
giving fly privs or invincibility to all players is not intended as this is mainly a survival server.
moderators have all special privs, because they are needed for moderation purposes.
(and they use it to create awesome spawn places and a very extensive road system all over the server)
the fly priv and the sexy purple boots are also owned by a few non-moderator players.
they all earned those with hard work and community spirit.
there is no official promotion system, so better don't ask about it too much ;)

you can get a custom skin, if you want.
just send TenPlus1 a PM with a link to your desired skin and he will set it on the next update =(^.^)=
