Obviously it's possible and we would not go into copyright issues, probably if we copied textures from pictures. But no if we make our own textures then it's the maker of the texture pack's license. (by the way i'm not going to make it)

making a texture pack isn't hard lol.
If u r making a x16 or x32 it isn't hard, making it go higher then x32 is harder.
