if i go 20 blocks under sea level and if i try to place a block or something it donsent puts i waited 4 hours for the torch to be placed but nothing

Did you perhaps go -20 with free move? In that case you're probably inside solid stone. Dig 1 or more block away, don't move and then try placing a torch.
