How do i make a homepage for my mods?

I've noticed some mods(mesecons,streets) have homepages how do I make one does it cost money if so how much I need to know because my new mod will be large and require some order
Sometimes, it's harder to think up a mod than it is to create it.

Depends on your needs and desires. If you are skilled in html/php and have hosting and a domain purchased it's trivial. Otherwise you can always find a volunteer or pay someone to do it. Personally I do simple freelance webdesign on the side if interested however I'm not advertising my services here directly.

The steps are basically:
* buy hosting and a domain
* determine if you want a simple or complex site
* make site and upload to server
* doublecheck to make sure nothing is screwed up

EDIT: also forgot to mention, cost can vary drastically depending on how long it takes for someone to do the work. If hiring someone long term to handle project, determine if the site will need to be changed often or hardly at all. If hardly at all then just pay/find someone to alter site as needed. If it needs updating often then you should work out a deal with them. You can also get them to setup a site that you yourself can update (just as example xoops xms or a blog like setup like wordpress). It all depends on your wants and desires.

I have no experience in html/php and have not purchased hosting or a domain so I'm at a block

Indeed, I've been testing out Blogger today (free) and it may be useful to Chinchow.

My suggestion for the time being is go to Blogger.com and create a blog. Use one of their templates and customize a little if you want. Host images and mod archives on http://ompldr.org/

If you want a custom fully fledged domain however it will cost you and be a pain to setup.

If you just want some kind of static homepage for your mods: host an HTML and CSS file somewhere.
See this for an example (Ctrl+U to view source).
HTML/CSS aren't that hard after all.

Well, having a homepage for mods isn't difficult. You could design it completely yourself and you use a freehoster, but I decided (although I know HTML, CSS, PHP, JS...) to use a hoster, where I can design the website "live", like http://jimdo.com.
