I want to make a texture pack but first i want to know some good applications to make a texture pack.Second I want to know how to make one and how to publish it.

First, you need image editing software (Paint is not an option, it does not support transparency). GIMP isn't the easiest to use, but is free and is quite powerful.

Then you can make your own textures (any size will work) which you will put in the "all" folder of the "textures" folder. You can also edit the default ones, but make sure to save them in the textures/all directory.

Then compress it and upload it to a site like Dropbox or omploader.

For programs, any painting program that supports alpha channels will do.
If using Windows, try Paint.NET or Gimp.
If using Linux, try Gimp.

I use Paint.net but like the others said Gimp is a great editor too. Providing you have widows or duel boot i find Paint.net a fairly user friendly editor, also open/loads very fast if your like me and tend to close/open the app alot. To make a pack its as simple as placing all your custom textures into a folder and zip it by right click-zip folder.
Running @1.19 MHz, 128 bytes of RAM and interchangeable 4kb ROM carts!

I use Gimp, but before I learned how to use it I used mtpaint, which is a lot simpler. Download it here; if you're on Linux, check the repositories first, if you're on Windows, make sure you download the .exe (scroll down a bit) and not one of the source or Linux files.

Well that depends on the type of mod but the only programs you need are Wordpad and notepad
Sometimes, it's harder to think up a mod than it is to create it.
